Mark Udall and Ron Wyden are making a lot of noise, but either one of them could unilaterally declassify whatever they know simply by entering it into the Congressional Record. That's how the Pentagon Papers were declassified.
Udall is on the Subcommittee on Terrorism and Unconventional Threats. Wyden is on the Select Committee on Intelligence.
Congress has been briefed on this stuff. These people are using the Constitution as a bargaining chip.
