I suspect this has more to do with Apple than AT&T. Tethering isn't possible anywhere that the iPhone is sold so I doubt it's a network thing. Also, as zdiggler suggested, theses limitations don't apply on other smartphones on the same networks.Goodness knows why Apple would be opposed to something so useful. Perhaps they don't want to give up web stats to whatever browser you have on your laptop.
