They may be less likely if they know other people around are armed.Take the recent Fort Hood shooting. Nov 5, 2009, 13 killed, 50 wounded. The base is a no carry zone. No one "is allowed" to carry weapons (even if they have a concealed carry permit) except for base police.If the shooter had known that many people there could be armed, maybe he wouldn't have done it. I doubt he would have tried that at a police station. This is the potential outcome the quote most closely reflects.However, if there weren't such "no carry" rules on base, then a lawfully armed individual may have stopped the threat sooner than the police could get there. There would probably be quite a few people that day who didn't loose a parent, son, daughter, sibling, or friend.
That doesn't make much sense, when I'm warming up my hands I'll always make a fist to try to keep them warm. Even if I'm in gloves and the fingers get cold, I'll pull them out and have my hands in a fist inside the glove so the fingers can help heat each other. After they get warm then I'll put them back into the glove fingers.
