It is about having any states NOT connected to the lake draw water from it. IOW, Texas cannot have/pump Great Lakes water. IOW, Texas and Montana can have their guns, we Wisconsinites have our water. The great lakes states and canadian provinces are digging in before this becomes an issue.
Actually its to preserve the shrinking water supply for the states that boarder the lakes, not deprive any one else of the water. The lake levels are going down fast enough the last thing we need is to start selling it to people outside the region.
Basically the pact says that only cities that lie within the Great Lakes watershed area are allowed to use water from the Great Lakes. The governors of the states that border the Great Lakes can block any attempt by anyone outside of the basin to take water from the Great Lakes. I'm from Manitowoc and even up there the beaches get shut down for having too much mercury.
