A lot of companies that have invested in XP esp. large government organisations are going to say 'XP works fine for us now - lets wait a year or so for google chrome and make a decision then'.. Seems to be like a bite the hand that feeds you decision from MS.. (doesnt sound like them at all!)
If you ARE doing a clean install of Windows every 6 months or so, you aren't doing it right. My install on this machine has lasted about 1.5 years. What are you doing that makes you have to reinstall that often?
Considering you had the opportunity to purchase an upgrade version for $50, why pirate? I must admit, I pirate music and programs sometimes, but for the price of a PC game, you can get a brand new OS and features accompanying said OS. I don't have much, but even I shelled out $50.
Clean install does not wipe your hard drive. It moves your old Windows, Program Files, and Documents and Settings to Windows.Old[.###]. I've done plenty of clean installs over and over when trying to get my Win2008R2 RC Server with Exchange 2010 running right. (Clean install is easier than uninstalling Exchange)

Then you are an snob. Because, of course, with that upgrade option, you are getting option to install clean, full version of windows 7.
