I'd bet they're trying to cover their ass against lawsuits. If they start filtering much at all, they start getting sued by people who've been scammed/infected because they didn't filter enough. By not filtering the ad words, they make money and gain plausible deniability.
Because they are not paying attention. That said I use stylish to customize my google to a nice dark theme with 0 add's.Do that or use addblock and maybe they will get the message.
