I'm not saying it's bad to surprise your users with things they don't expect, but in the very least it should serve a purpose, a means to an end. This provides 0 benefit to the end user in helping him click that link.For example, in my day job our app has a mouseover/javascript effect that increases the size of thumbnails when a row is moused over in a table. Also when you click delete it shrinks the image and row until it deletes. The first one makes it visually easier to understand the data, and the 2nd feature provides updated feedback from just removing the row. Both features are visually appealing, fast, and serve a purpose. Neither one is a "traditional" mouseover and both are javascript based animation based on a mouseover event. Scrollover is a horrible name, it's still a f**ken mouseover, the mouse goes over and causes javascript animation to take place. Even the most basic mouseovers still follow that same principle. e.g. onmouseover="javascript:this.src='newimg.jpg'"This is a pretty ugly effect, and seems to just be a text-based variation of css sprites. Also the effect breaks pretty bad when font sizes are changed in the browser.
