Probably not, but some gestures have been found to be shared by all cultures such as laughing and smiling. It wasn't always thought to be that way. But it's been shown that all cultures do it even before things like globalization. These probably apply to most cultures more than some people think, but I think this is just a list of general tendencies for people in America.
Well that explains a lot. FBI clearly uses comics and 1950's animations to study human behavior. I'm surprised he didn't mention that having large eyes, being 5 heads or less tall and having curvy features makes people look cute, whereas evil people tend to have small eyes and angular features. Maybe they haven't figured those out yet. Someone send them an animator's guide to exaggerated body language and a comic drawing handbook, so they can someday graduate to studying microexpressions.
