Actually, no. A 386 was real cutting edge back then. My 386/20 ran Wolf 3D blazingly fast, and that came out in 1992. I think you would be hard-pressed to find any consumer-targeted computer that you can buy today, that you would expect to be able to run whatever is the latest, greatest, most technologically advanced game that comes out in 2013.
Considering a PCjr of just a few years earlier was running much less than 2Mhz. My "accelerated" version with more RAM and an extra 5.25" drive was running 4.77Mhz around 1985.I'll never forget using my first 386-33. I didn't think it was possible to get faster. :)
I got my first abacus during the later 1/2 of Xia Dynasty. It could do hexadecimal computation 2x faster then my dad's abacus, but it cost $7500, 2 male goats, and 5 laying hens

It's didn't start falling significantly until 96-97 if I recall. I think there were some RAM shortages or factory problems for a while.
