Yes, That is a great idea, but I think it begins with funding and restoring similar programs that have been cut from schools. After all, that is where the learning begins and where the talent is often found.

I've never thought it was so hard for art in US, too. In Italy Berlusconi and the "Berluscones" brought a lot of art in the Institutional buildings, alas it's a bunch of the silliest Neoclassical paintings and sculptures. To make culture by means of art is different. And the art of Politicians and Finance Tycoons is highly different from that one of People.
