tuaw.com— It isn't rocket science. Just enter 999-99-9999 as a fake social security number. (AT&T guy suggested it). Gallery of screen shots including the available plans with pricing and the prepaid FAQ from iTunes.

AT&T wants a 2-year commitment. They didn't get the exclusive iPone deal for free, and they expect to get customers from this deal that are going to stick with AT&T.
Sounds about right. AT&T is notorious for hiding things they don't want their consumers to use within their site. Look at their DSL offerings for an example. It's a better "value" to get a package, but AT&T is required to supply nakkid DSL. Good luck finding it though.
So just spoke to apple and at&t, there is no way to turn this off. Its a function of the Pay as you go system. The only way to prevent it coming up every 15 minutes is to disable the automatic email update. I have to say, I'm pretty displeased. The only other thing you can do is change from pay as you go to a 2 year contract, but that forces you to change your number. I wouldnt mind so much if you go the notification about your phone calls, but if you're paying for unlimited text messages and data, then you shouldnt get a message for either of those.

I don't believe that there are 999- SSNs, I think the first three digits are by state of birth, and that 999-99-999 wouldn't be a valid number.
