If you're super-competent and able to do in 5 hours what others can only do in 8, and you work in a salaried position, do you have to stay those extra three hours? Similarly, if you're in a job where not much is asked of you (ie the city is wasting their money, but it's not your fault), can you be blamed for taking long lunches? I think the question of how much value this employee was providing the city has gotten mixed up with descriptions of her car and house. Showing up late for meetings is another issue entirely.
