I hate to be too optimistic (especially when it comes to this administration), but, wow, I think he's f***ed and I think he knows it. Kudos to Kelly O'Donnell of NBC for pressing the question.

The point is that he can't lie because he might get caught. The fact that he is blatantly avoiding such a simple question as whether or not he sent them and if he thinks it was a ethical decision shows guilt as much as if he had lied about it and was found out. He's obviously waiting till they figure a way for him to weasel out of the situation before he says anything. If he didn't send them there would be no reason not to answer.
