Both parts of Congress, the House and the Senate must pass a bill before it becomes laws. That said, the Senate will typically bow down before massive support in the House because they have frequent election cycles and don't want bad press.

The fed is trying to keep everything Secret right now in regards to the lawsuit by Bloomberg. They are trying to appeal the FOIA judgment to disclose where they "Fed" the money too.
