Serious downloadable maps and upgrades means user-createable and moddable stuff, not simple matters. Even the N+ map-creation tools had to be quashed for fear of users having the POSSIBILITY of doing something lewd. (Despite their ability to do it in Halo 3 if they want.)He's referring to serious user-generated content, where the models themselves can be created and manipulated (rather than just the skins), and the maps can be made from whole cloth, and the game rules, modes, etc. can be manipulated for a completely different experience.User-created skins and textures and stuff like that is amazingly minor in comparison.
Is now, but the substantial map update for Gears of War was first given a $10 charge (for four months), and made for a rather vocal tiff. That's what Valve is making plain that they will not accept before it can become another similar "tiff."
Also, Sony Music Group is a separate division from Sony Computer Entertainment. Funny how people are quick to bash Sony CE for the actions of a separate division but give Microsoft Games a free pass for the actions of their operating systems division.
I'm not making any arguments for CoD4. All i'm saying is that valve (while they are an awesome company) is just as guilty of charging for content as any other company. If the episodes aren't expansion packs then im not sure what they are? Orange box aside, if i just want to buy episode one and two to expand my single player HL2 experience, i have to pay to download them. That is the definition of charging for DLC.

Lets not forget that when you download off of XBL you are downloading from microsoft's servers and so they want a small fee to cover the costs of the bandwidth. Bandwidth isnt free.
