I'm sure they have time, it's just that most of the refs seem to be upper management types. They really aren't going to risk prison time for the cash a bookie could give them... they make more than that legally at their day jobs, and they're smart enough to know Vegas is quick to spot and report "unusual betting patterns", especially in the mother of all wagering sports in the US. It's really a smart ploy by the NFL, you couldn't pick a demographic less likely to be wooed by the gamblers. Or so we hope.
