This kind of thing is easy to get around. Set up a hub off campus. Restrict it like your current hub so only on campus IPs can get on. All downloads will still be considered on campus traffic. Only searches and chat will be going to the hub off campus. And if it is off campus, there is nothing the school can do about it.
