If drugs were legalized these drug czars would no longer be necessary, and they are well aware of it. That's why you'll never ever see one of them honestly consider legalization. I have little doubt that over 50% of the population is for lifting prohibition. unfortunately it appears that the more the people seem to be moving towards wanting prohibition to end, the harder some politicians are pushing to keep it in place. There is a great article on NORML about how after reading the UN report favoring decriminalization, and reporting the success Portugal has had with it, that the US drug czar didn't even mention decriminalization.
