Actually its giving tons of money _To_ the converter manufacturer, now thousands and thousands of people will go out and use this coupon to buy a converter who would have probably just junked their old TV. This is basically a note from the government, to best buy or wherever you buy your tuner.

NPR doesn't have anything to do with television - and I found them to be one of the better news sources. I'm not exactly sure where they receive their funding, though.
