How the system becomes regressive (and unfairly targets the poor) is when the two people make different amounts of money. Lets say person 1 makes $100,000/year and person 2 makes $30,000/year. That $25 in taxes paid by person 1 amounts to 0.025% of their income while the same $25 paid in taxes by person 2 is 0.083% of their income. So effectively, you're taxing those who make less money at a higher rate with a flat sales tax system. If you're talking about a flat income tax rate then the value of a dollar to someone making $30,000/year vs. someone making $100,000/year is different. The person making less money still has to pay basic living expenses which will eat up a great deal more of their income than the person making more.
i'd like that to be the case but back then we didnt have all of these sub prime mortgages and other "assets" the banks put in their computers hoping they'd be payed off. i really do wish that was the case.but plus, after wwII, the govt called for all gold back to them, that helped too.
