Nope. "Bribe" fits. The definition of bribe is: "money or favor given or promised in order to influence the judgment or conduct of a person in a position of trust." As in "I'll increase your annual defense budget and authorized personnel numbers if you agree to allow a "temporary" surge in troop deployment in Iraq. Why else would you need more?" So you see it's really quite simple.Or perhaps you are in need of a metaphor such as negotiating with a drunk. As in "If you promise to stay sober for Christmas I'll look the other way during the rest of the year." Increasing occupation forces is just a not so clever disguise for staying-the-course despite the rhetoric we've been hearing lately. It's no wonder that Boy George and the sycophant generals that got us into this mess are latching onto it. Gee I wonder what Gates will report back? He still has time before the public demands his resignation.
