The moment the government realise how much money it will cost in storage to institute this plan it will be quickly dropped, you would need a budget of billions to do something like this and the treasury will throw a fit if you request that.

It will never happen - the UK government can't do anything tech related right, let alone something of this massive scale. Some idiot in a bureaucratic meeting probably thought out loud "wouldn't it be a good idea if..." and so starts the slippery roller-coaster ride :D
