The article seems to suggest it's a joint venture being funded by the US and done by a British company. I recently read that DARPA was doing exactly this though.

Were they 1,000 years less advanced when they managed to hijack our planes and kill thousands of our fellow americans? Are they 1,000 years less advanced when they invented a EFP that could defeat our armored Humvees? With technology like this, we could find the bomb makers before they find their next target, we could find the leaders and bring down their infrastructure without any type of tip off.
