Winning what? 90% complete of what? What is the objective? What is the goal? How can you say we are winning? It's an occupation, and occupations don't have goals and defined objectives - that's exactly where we are at. And if you give me that "we're fighting terror" line, you can shove it up your arse because the idea of fighting "terror" is like fighting jelousy or sadness - you CANNOT fight an emotion or a mindset, especially with military force. There is nothing now, nor was there EVER anything in Iraq for us to be there. Yes, Saddam was a douce, but so is Kim Jong Il, but have we invaded N. Korea? Vladimir Putin is trying to revive the Soviet Union, but do we invade Russia? People are being slaughtered by the millions in Darfur but did we invade Sudan?
