Did you not scroll down past the windows installation to the "Download TweetDeck beta for Linux (manual installation)" part? Like all Adobe Air apps in Linux, you must download the .air install package and execute it in order for the AIR runtime to be able to do anything with it. After that, it should work normally. No wine or crossover necessary. AIR is a Linux-native app.
