Like dbr_onix said, the Azureus code could only provide a high level view... actually implementing encryption to interface with an existing code base written in C (while using a Java based guide) is not easy. In fact, anyone who has written C and Java code can tell you it's a completely different process - even by basic design/architecture.So yes, a thanks definitely goes out to Charles who went through many revisions over the last couple months to get this working properly (with Az and uTorrent particularly) and efficiently (low mem and CPU as is essential with T).
IP filtering is only as effective as the list you use and it has to be kept up to date regularly. In fact it reminds me of certain other things, anti-virus, anti-spywar, adblock, etc. Soon everyone will be using IP filtering like those other applications. I'm using PeerGuardian 2 ( <a class="user" href="http://phoenixlabs.org/pg2/">http://phoenixlabs.org/pg2/</a> ) and it seems to be doing its job, but who knows?

Virus-prone? I haven't gotten a virus on my PC since mac had a 0.5% market share (as opposed to the HEALTHY 2% it has now).
