Well, if all you are submitting is "9/11 was an inside job" spam, then YES, you should be on a permanent "submit it and by default it's spam" list. you do realize, that the tin foil hat does nothing for your credibility, right?
Funny yes, Digg-safe no.I don't think they should have banned him, that's really excessive, but delete it and issue a warning. That's the reasonable way to deal with these things.
