I use OGGSync (http://www.oggsync.com) to sync google calendar with my phone, which syncs with outlook on my pc via bluetooth and vice versa. Not sure of a direct OutlookGCal sync program.

This is a great list of apps. I really like to use Grease-monkey https://addons.mozilla.org/en-US/firefox/addon/748, along with Better Gmail https://addons.mozilla.org/en-US/firefox/addon/4866. A really kick ass GMAIL combo.
