It's a selective mute button. Bungie added it so you can pick an individual from the current game and only mute them. They even referred to it in their announcement post as the "A-hole button".

What were you expecting? The title is "The XBox 360 EASTER EGG" It's an XBox 360 easter egg. I don't see how the title misled you.
