The number one annoying boss in all of gaming is when developers put in cheesy, overpowered AI that takes the place of well thought out strategic AI in any game once you choose the difficult level of "hard"Street Fighter for the Genesis was a perfect example. The AI didn't get more strategic their hits just took more life and characters like Guile didn't need to charge for his sonic booms and flash kicks etc.
