Wisconsin has that kind of law for the city of Madison. In 1990, they passed a law stating nothing within one square mile of the Capitol building could be taller than the base of the dome. It was called the "Capitol Dome View Preservation Act" or some such.

One Liberty Place is on here, but the Comcast Building is now the tallest building in Philadelphia (And PA of course). Still pretty cool.
