I think NBC owns the affiliates in LA and NY.Must carry is there to keep affiliates from being cut out of their own regions. But when the affiliates aren't affiliates at all, but instead owned by the network, they routinely will waive the barring of foreign signals.So DirecTV probably worked this out with NBC directly and it's probably legal as long as you are in the exclusive region of KNBC.$6/mo is too much though.
