They only way swear words have any meaning when used is if the general population treats them as "bad" words. If f**k ever becomes so acceptable that elementary school teachers are using it in their classrooms it will be no different than calling someone a "stupid head."
@akamiayour analogy breaks down a little because "stupid head" never had the meaning of engaging in sexual activity. you were never able to say "he stupid headed her" so when you say "stupid head" now it has no collective recognition of a sexual activity (and generally what would be called illicit sexual activity). Regardless of how acceptable "f**k" becomes it will always be able to be used as "he f**ked her" to describe sexual activity. So using it any other way will still recall a collective recognition of the sexual activity. So even if an elementary teacher can say "f**k" in their classroom it will still be different than calling someone "stupid head" which is equivalent to saying someone has an intellectual deficiency.
@hawks5999Perhaps I worded it wrong. What I meant to say is that, in terms of effectiveness, the two would be on the same level. However that still creates a bit of a problem, so maybe I should change it to assh**e or bitch. Thanks for pointing that out though.

"he stupid headed her" kinda sounds like a sexual activity.
