I haven't read the book, so maybe I should because the bit that's puzzling me might be answered in here. I'm not sure if the Panda Principle makes sense when I think about it...... But, surely, it's likely that evolution of the panda's paw arrangement is the best one possible for everything a panda does - climb trees, eat bamboo, whatever. Local vs Global doesn't come into it, because the Panda just does stuff that a Panda does. Comparing a Panda with a Human, and saying that the Human opposable thumb is better for grasping can't be true for what a Panda needs ..... surely .....
