Very good point. I want to complain but I can't because I never read Captain America and didn't even bother with Civil War.I read She-Hulk, New Excalibur (for now), and Fables. When someone f**ks up those books I'll have a fit.
I always liked the Captain. The problem was, he's an icon built on the American ideal of utopia so as the vision of such a place changes he too should have evolved. His shield was his staple, which he should have kept, but he solider should have never remained the same. To me, Frank Castle is the shadow of Bruce Wayne. Pure revenge. There is a self-fulfilled justice behind Frank Castle's actions. I wouldn't mind seeing Castle hold the mantle of Captain for a while, especially considering the reflection of how having such a man be "Captain America" is perfect given the obvious parallels to our current state of government (the ones that implement secret torture cells). Eventually though, I would like to see the resurrection of Steve Rogers as the Captain. Essentially, a return to life where he has to deal with the changes in the times (much like the "Uncle Sam" character does in the DC Universe). The Captain is a true solider I hope, while wrapped in the ideals of America, also shows the embodiment of the greatest soldiers to grace the earth. ...and yes, I'm just nerdy enough to believe this stuff.
Oddly enough I have a comic from the mid 90's with just this scenario. It's called "what if the Punisher, became Captain America..." or something like that. Maybe they're running out of ideas, and pulling from old one-shots.
Yeah, I have that one somewhere around. I liked how they made that Chuck Norris looking guy Captain America until he destroyed an entire city, then the next replacement became a werewolf or something.

The skull shows that it is Frank Castle, AKA the Punisher, filling in as Captain America. It has no real symbolism past that.
