They don't suck at it, they just don't want to do it. They are simply appeasing regulators with the cars they do bring out. Otherwise they could build anything they want.

Well my '04 sporty cost 6.1K OTD and my '09 Dyna cost 16K OTD.I don't know what a comparable Victory bike would be, but the Hammer is like 18K ( probably 20K OTD) o_______o

It still doesn't make 100hp at 10rpm. There is a formula to figure it out. (torque in lb/ft x rpm) / 5252 = horsepower. (250 lb/ft * 10 rpm) / 5252 = 0.476 hp.The continuous 100hp refers to the fact that the motor can be run at its peak output continuously, not that it makes 100hp everywhere.

not sure it's true that motors produce 100% of their torque all the time. AFAIK, electric motors generate "back emf" which means that as the RPM's increase the motor generates a reverse voltage which reduces the amount of current and therefore the power ...
