I think the complaint is that the Chinese are obviously trying hide their little smog/pollution problem by triggering rain storms at opportune times to clear the air prior to events. Yes it good for the athletes who would otherwise need to compete in their regular pollution levels however it raises the point that perhaps China isn't the best place in the world to host the most elite outdoor sport competitions.
