This is just plain wrong. I read Japanese at nearly native level as I am a translator by profession. In Shinjuku Kabuki-cho two years ago I saw a used panty vending machine somewhat hidden along a side street near another patch of regular vending machines. There were little boxes and each showed the age and a censored photo of each girl who the panties belonged to. People who have never been to Japan are not qualified to comment. Just because something is a "law" in Japan doesn't mean that much. In particular, Kabukicho is controlled by the Japanese mafia, and hence they sell child porn and uncensored movies in the shops there, as well as have brothels, even though those are totally illegal, too. In short, sure they are illegal, but that doesn't stop their sale. By the way, they also sell girls' piss and saliva by the bottle. Don't say "final word" unless you know it to be the final word. The final word is that the panty vending machines exist, or at least existed until last year, not 1993!
I have a recording of a police officer in Ikebukuro police (sex crime division) station saying, after double-checking with other officers, that he has never seen or heard of a used panty vending machine. I recorded it while I was there turning in a train chikan. If you'd like to hear it let me know.I'll go look for that vending machine, though.

He said, and I quote--"Those machines were waaay before my time. If you're looking for used panties, go pull a pair off somebody's clothes line." And then he offered me an hour of sex with a 19 year old Japanese girl for 16.000 yen. (I said no thanks.)You've got a better chance of finding a Yeti in the Japanese Alps than finding a used panty vending machine on the streets of Tokyo or any other city in Japan.
The reason it is probably illegal is because it was done in the past. Richpav's comment affirms this. My opinion stands, and the article is marked as inaccurate for lack of credibility on the authors side.

I had told my (Japanese) friend I had heard of these things and he said he knew where there was one. The one caveat is that this was in Kansai area in Dec 2001. However, the good news is that I think I have a photo of it for all you filthy fans...
