Don't know if this is really true or not. But it seems expensive to place a tracking device in every phone sold in US. Specially a device that can be set remotely and record conversations... I mean, come on! Imagine the costs of production, maintenance and monitoring...

Wrong. The mob case was an example of using a capability that exists in most phones, are required no modification of phone hardware or software. The phone was never in the possession of law enforcement agents, and everything to do with turning it into a bug was done remotely.

That's a good question, and you'd have to investigate that. From what I've seen over the years, when you plug in a jack that transfers the input device, the original device is disabled. That may or may not be the case with a cell phone.
