The phrase "A penny saved is a penny earned" means that saving a penny can earn you a second. Not that the act of saving = the act of earning, while "A penny saved is twopence dear" says the same thing, but without hinting at the penny as an object that can bring in more money.Therefore, the two phrases are analogous, and I suspect the former to be a more modern rendition of the latter.
