Along the same vein as what monkeymad2 pointed out: once we start developing noninvasive micro/nanomedicine, the notion of cognitive upgrades will start to become very appealing.
After having read the article and seeing the border ads for 'Caprica' I can only conclude that this entire article is a teaser ad for the TV show. We are dupes to Madison Ave.
I think building a superintelligence may take some time, BUT we can "enhance" our own existing brains by somehow connecting our current brains to an external computer "assisting co-processor", if you will. Thus we need only invent the hardware for that, which IMO is far easier than simulating AI through software (being a programmer myself).
