fogonazos.es — Yes, that figure in the image is an astronaut and he is intercepting a satellite in the middle of space, *untethered*. The photograph was taken on November 14th, 1984, while floating 210 miles over The Bahama Islands.

The bounce/vibration of the camera is indicative of it being hand-held. Spacewalking astronauts do not carry handheld video cameras, so that would lead me to believe this camera was being operated from inside the shuttle. The video is looking out the aft windows of the shuttle back towards the area above the payload bay, where the work was being performed. The water droplet was inside the shuttle, and either floated by the lens or made its way onto the window they were shooting through. Skip forward to 2:45, which is the same angle just a little wider shot - you can see the shuttle windowframe.
