I wouldn't say that.... FFIV (2 SNES) is arguably as good if not better. However, I think most people would say those two stand alone in the franchise.

Sunset Riders was brilliant at the time. But how about.....Lethal Enforcers! Without crummy cardboard-like cutout enemies.
