She is not wrong. The Vice President is the "President of the Senate" according to the constitution. When the Vice President is absent from the Senate, the president pro tempore presides. Most Vice Presidents choose not to be in the Senate most of the time. But any Vice President may choose to be the President of the Senate at any time and not just to be there for tie votes. Read ARTICLE 1, section 3, paragraphs 4 and 5, of THE CONSTITUTION OF THE UNITED STATES

She has been asked this question 3 times now. 1st time in an interview - she said she didn't know 2nd time in the debates - she insinuated that she thought the role was outside of the executive branch and would give her wide sweeping authority - just as Dick Cheney had claimed3rd time - she thinks that she can control SenateThis woman is dangerous and thick.
