I used to have access to a database through work called "Flat Rate Info". It was scary... just put in someone's name and city and get their social security number, every address they've lived at in the past 10+ years, information on their birth parents, even where they went to school. With their SSN you go to another database and get any job they've ever worked... except like under the table jobs obviously, and how long they worked there and how much they made. Another database and see any legal action they've ever been mentioned in, all the way down to traffic tickets.It's out there. It's not all free, or easy to find. But it's really just public records. You'd be surprised how much information you could legally get on someone just calling up a county courthouse, their employer, etc. and that was true long before the internet.

Yeah, I was working as a combination debt collector and skip tracer, finding any possible assets someone might have. I'd generate a list of "leads" (former employers, neighbors, relatives, business partners, banks etc.) and give that to a skip tracer, this friendly-sounding old lady who'd call them up and pretend to be absolutely anything to get information out of people.It was effective, but evil.
