There are many reasons. Someone is always quick to act like a gossiping old hen and assume the worse, as if it has anything to do with the issue at hand.

This sort of arrogant and high-handed behavior by police officers is exactly what is destroying not only respect for the police, but respect for the entire concept of rule of law. As long as individual police officers are allowed to regard civilians with total contempt and regard everyone as a crook until proven otherwise, we're going to have a vicious cycle of citizen distrust for the police and police contempt for civilians. Accountability has to be key.

Maybe if enough police departments go bankrupt from lawsuits they will learn 'to serve and protect' not 'shoot first ask questions later'.
