First of all, it depends on the wattage taser. Some people can resist 14 watt tasers. This guy was high on something strong enough to make him feel that clothes were only for indoor use, and if it was PCP, then he doesn't feel any pain whatsoever. So if the police were using the lower-wattage tasers (to address the safety issues that everyone on a previous thread was asserting police don't care about) then it could easily not work at all. So shoot him, he pulls out the barbs, and doesn't fall down. But if they're using higher wattage tasers, like 26 watts (uh oh, watch out for the fascist-cops-don't-care-if-people-die posts), then fine, everyone falls down with those. So our PCP user experiences the first benefit, which are uncontrollable muscle contractions, and he falls over. But when the juice stops, the second benefit of the taser is that the suspect usually lies on the ground trying to figure out a way to never have that happen to them again as long as they live. That's the "shock and awe" factor that allows cops to jump in and get them physically subdued. But PCP tends to make you a little more optimistic about your mortality than that, and you pop right up and keep running away, a threat to public safety, or keep coming at the cops, a threat to them.
