I think it's because there's really no barrier to entry with PHP. Any 12-year-old with a myspace can decide to get their own website, then fool around with PHP and come the glorious realization that variable names can be four letters long.

Like a comment on the web page notes, it's probably more like people write more foul-language filters in PHP than in C#.
