Nah, I don't think he's a neocon, the only reason he won't support any mandatory regulation is because of Alberta. If he introduces any country-wide emissions laws Alberta will be the hardest hit, their economy will slow dramatically. Bam, there goes his voting base and any hopes of staying in power. So as long as Harper is PM don't expect any tough stances on climate change.

100% agree. Canada should be setting an example for the U.S., not using their dismal performance as an excuse. Our (Canadian) per-capita CO2 emissions are right up there with the worst offenders. Canada has contributed about as much to the climate crisis as the entire continent of Africa. That's embarrassing. That's shameful. Unfortunately, Mr. Harper, despite his claims of Christianity, seems to have the same capacity for shame as Mr. Bush.
