Satellite images that close to earth would be no where near as clear as those taken from aircraft, you've got haze to deal with. Especially above Sydney, where there is a fair bit of air pollution which would degrade the image from a satellite.

While it's true most locations don't have zoom level 23 images most metropolitan areas will go to at least 20. (ie. My college dorm had level 21)
